SUMMARY:SpectrumX Summer School
DESCRIPTION:The summer school on wireless communications is designed to promote early research by engaging students in fun and interactive learning about wireless networks and the radio spectrum they use. This will be a four-day camp\, including activities that will introduce students to the radio spectrum as a precious natural resource that fuels various applications. The school will delve into wireless network architectures and existing technologies (e.g.\, Cellular\, Wi-Fi\, and Phone-to-Phone). We will also discuss key shortcomings in these technologies that require further innovation. The school will also introduce students to non-commercial uses of the spectrum such as climate monitoring\, weather prediction\, and radio astronomy. Hands-on activities will introduce students to wireless network measurement tools and analysis. \nThis camp will take place in person at four locations: The Ohio State University\, the University at Albany\, the University of Puerto Rico Mayaguez\, and the National Radio Astronomy Observatory. \nRegistration is required. The registration deadline is Monday\, July 21\, 2025.

DESCRIPTION:NSF SpectrumX invites you to the next Radio Shop Chat\, “Views of the National Academies of Sciences\, Engineering\, and Medicine on Agenda Items at Issue at the World Radiocommunication Conference 2027\,” featuring Nathaniel Livesey and Scott Paine on Wednesday\, August 6 at 3 p.m. EDT. \nRegistration is required and free. \nAbstract\nPeriodically—currently every four years—the International Telecommunication Union (ITU) convenes a World Radiocommunication Conference (WRC) to revise the Radio Regulations\, an internationally agreed treaty that governs radio spectrum use\, including frequency allocations and technical standards.  Each WRC also sets the agenda and preliminary agenda for the next two WRCs\, initiating a study cycle towards future revisions of the radio regulations at these upcoming meetings. \nThe U.S. National Academies of Sciences\, Engineering\, and Medicine has produced a consensus study report analyzing the impact of agenda items under consideration for WRC-2027 (and preliminary agenda items for WRC-2031) upon scientific use of the radio spectrum.  Much of the WRC-2027 agenda is driven by the rapid developments taking place in non-terrestrial telecommunications networks supported by non-geostationary satellites in low Earth orbit.  These developments pose significant challenges to Earth remote sensing and radio astronomy. \nIn this presentation\, we will provide a summary briefing on this report\, entitled “Views of the U.S. National Academies of Sciences\, Engineering\, and Medicine on Agenda Items at Issue at the World Radiocommunication Conference 2027.” \nBios\nNathaniel Livesey is an atmospheric scientist and the principal investigator for the Microwave Limb Sounder (MLS) instrument on the Earth Observing System Aura spacecraft at NASA’s Jet Propulsion Laboratory. Livesey served as the Chair of the National Academies’ Committee on the Views of the World Radiocommunication Conference\, 2027. Livesey’s research interests are centered on space-based microwave observations of the chemistry\, hydrology\, and dynamics of Earth’s atmosphere. Most of Livesey’s work has focused on the MLS experiments both on Aura and the earlier Upper Atmosphere Research Satellite (UARS) launched in 1991. Before becoming Aura MLS principal investigator (PI)\, Livesey was responsible for the MLS “retrieval” algorithms. These convert the raw observations of the microwave signature of the atmosphere into measurements of atmospheric composition\, temperature\, humidity\, and cloud ice. Livesey earned a DPhil in physics from Oxford University\, England. \n \nScott Paine is a senior physicist in the Radio and Geoastronomy division of the Smithsonian Astrophysical Observatory at the Center for Astrophysics | Harvard & Smithsonian. Paine served as the Vice-chair of the National Academies’ Committee on the Views of the World Radiocommunication Conference\, 2027. Paine has been affiliated with the Submillimeter Array radio interferometer on Maunakea\, Hawaii\, since its original development and construction. In addition\, Paine is a member of the collaboration and project teams for CMB-S4\, the next-generation ground-based cosmic microwave background experiment. Paine’s research interests include advancing instrumentation and techniques for radio astronomy\, and measuring\, understanding\, and statistically characterizing radiative properties of Earth’s atmosphere having broad importance for optimizing astronomical observations\, remote sensing\, and modeling of Earth’s climate system. Paine earned a PhD in physics from the Massachusetts Institute of Technology (MIT).

SUMMARY:Inaugural Space and Spectrum Policy Conference: Challenges in Sustaining Space as a Resource
DESCRIPTION:The conference will bring together experts from the scientific\, commercial\, regulatory\, and defense sectors to look out over different time horizons and discuss questions such as: \n\n\n\nHow might we manage radio frequency (RF) spectrum\, in space and terrestrially\, to avoid harmful interference between scientific\, commercial\, and defense systems?\n\n\nWhat challenges do mega-constellations pose to space sustainability? What policies and regulations are required to manage RF spectrum conflicts between multiple satellite systems? What is the carrying capacity of space?\n\n\nSpace is a relatively new domain for spectrum management with different characteristics than the surface of the Earth. Is this an opportunity to re-write the book on spectrum management?\n\n\nWhat role does standards play? What enforcement mechanisms are necessary to ensure compliance in an international regime? Between penalties and incentives\, which is more likely to modulate stakeholder conduct?\n\n\nWhat policies and regulations are required to sustain space as a common resource? Areas to regulate would include: traffic management; end-of-life disposal; debris management; and recycling.\n\n\nDark and RF-quiet skies are important for a variety of terrestrial concerns. For example\, for many indigenous people\, the moon and stars are part of their mythology and culture. Professional astronomers and amateur sky-gazers alike wish for pristine skies. How do we balance these concerns?
