NSF SpectrumX Researchers Win Three IEEE DySPAN 2026 Best Paper Awards

At this year’s Institute of Electrical and Electronics Engineers International Symposium on Dynamic Spectrum Access Networks (IEEE DySPAN) event, research partners from SpectrumX, the U.S. National Science Foundation (NSF) Spectrum Innovation Center, were honored to receive both Best Paper Awards and a Best Paper Runner-Up Award.

The following SpectrumX researchers were recognized for their outstanding scholarship with IEEE DySPAN 2026 Paper Awards:

Best Paper – Policy Track
Jon M. Peha, Research Community – Economics, Rights, and Policy lead (Carnegie Mellon University), is listed among the co-authors of “Limiting Mutual Interference Between NGSO Satellite Constellations via Probabilistic Look Aside.”

Best Paper Runner Up – Policy Track
Daniel Sheen, Ph.D. student; Samuel Thé, postdoctoral associate; and Frank Lind, research director (MIT Haystack), co-authored “Measurement of Satellite Emissions in the 1400 MHz to 1427 MHz Radio Astronomy Protected Band.”

Best Paper – Technical Track
Mehmetcan Gok, Ph.D. student, and Michael Honig, research associate (Northwestern University), co-authored “Radar Detection via RLS Adaptive Filter Residuals for Cellular Coexistence.”

“I am absolutely thrilled—and more than a little surprised—to receive the Technical Track Best Paper award,” said Gok. “This recognition from DySPAN validates the hard work we’ve put into advancing coexistence. Sharing this milestone with other talented SpectrumX Center members makes the honor even more special.”

Papers submitted to IEEE DySPAN fall into one of two tracks: technology and policy. Examples of technical track topics include models and simulations, spectrum access and management, and spectrum testbeds. Examples of policy track topics include economics and market design; rights, enforcement, and security; and regulation, policy, and standards.

One “Best Paper Award” and one “Runner Up Award” were presented for each track. Winning papers were selected by the symposium’s Technical Program Committee and are expected to be fast-tracked for publication.

IEEE DySPAN 2025 was held May 11-14, 2026, in Washington, D.C. According to the IEEE DySPAN 2026 website, the conference “[brought] together industry, academia, and government stakeholders in a common forum for sharing experiences and accelerating the state-of-the-art in spectrum aspects related to wireless technologies in a multidisciplinary manner.” The location and dates for IEEE DySPAN 2027 have not yet been officially announced.
