Shelly V. Frank is a retired U.S. Navy Cryptologic Warfare Officer with more than 31 years of leadership experience spanning defense, intelligence, cyberspace, and electromagnetic spectrum operations. She currently serves as Chief, Electromagnetic Spectrum Policy Strategist at Bluestone Logic, LLC, where she leads spectrum enterprise planning, readiness, architecture, and mission assurance efforts in support of DoD and DISA priorities. Previously, she was the Deputy Director for Electromagnetic Spectrum Policy and Programs in the Office of the DoD Chief Information Officer, where she coordinated with the White House, Congress, federal regulators, and international partners, directed a $230M EMSO modernization initiative, and led development of the Electromagnetic Spectrum Enterprise Workforce Strategy, impacting more than 70,000 personnel
Von Frank’s operational career includes senior cyber, SIGINT, and information warfare leadership roles supporting U.S. Cyber Command, U.S. Southern Command, U.S. European Command, and Seventh Fleet, as well as deployment to Afghanistan with the International Security Assistance Force. In parallel with her national security career, she serves as Chief Operating Officer of STA Delivery LLC, a multimillion-dollar Amazon Delivery Service Partner operation. She is Joint Qualified, DAWIA Level III certified, fluent in French, and currently completing a doctorate in Global Security Studies.
