Tom Power is the founder of tech and telecom consulting firm Big Star LLC, which he formed in 2024 after serving for almost 10 years as Senior Vice President and General Counsel of CTIA, the trade association representing the wireless industry.
Before joining CTIA, Power served in a variety of public and private sector roles, including as the U.S. Deputy Chief Technology Officer at the White House Office of Science and Technology Policy; Chief of Staff of the National Telecommunications and Information
Administration at the U.S. Department of Commerce; General Counsel of Fiberlink Communications; Senior Legal Adviser to FCC Chairman William Kennard; and as a partner at the law firm of Winston & Strawn.
Power serves on the board of the Telecommunications Policy Research Conference. He is a former board member of the Federal Communications Bar Association (FCBA) and former co-chair of the FCBA Foundation. He received his undergraduate and law degrees from the University of Virginia.
