About Kathy O'Brien
Kathy O’Brien is an Associate Chief in the Office of International Affairs (OIA) at the U.S. Federal Communications Commission (FCC), focusing primarily on FCC representation in international and regional organizations and preparation for major conferences. In the predecessor organization to OIA, the International Bureau (IB), she served in several management positions. As Chief of Staff, she assisted the Bureau Chief with management and oversight functions and provided policy support and guidance to Bureau staff. She was previously an Assistant Chief in IB, overseeing FCC participation in international organizations, in particular, the International Telecommunications Union. She was also Chief of the Strategic Analysis and Negotiations Division in IB, the Division responsible for FCC participation in international organizations, dialogue with regulators and policymakers around the world, and coordination of spectrum use in the Mexican and Canadian border regions.
Prior to joining the International Bureau, O’Brien worked on wireless and cable issues at the FCC and was in private practice in Washington, D.C.
O’Brien is a graduate of Smith College and Northeastern University School of Law.
